一、确立与时代要求相适应的用人标准用人标准是考察评价干部的基本尺度和依据,用人标准在不同的时代有不同的要求,不应该一成不变。十六大报告指出:“与时俱进,就是党的全部理论和工作要体现时代性,把握规律性,富于创造性。能否始终做到这一点,决定着党和国家的前途命运。”这是对党的一切工作的总要求,毫无疑问应该包括各级党委选拔任用干部。当前,我军面临的国际国内形势发生了深刻变化,编制体制进行了重大调整,现代化建设的任务十分艰巨,面临着“打得赢”、“不变质”两大历史性课题
I. Establishing the Employment Standard Adaptable to the Requirements of the Times The employment standard is the basic measure and basis for the evaluation of cadres. Employment standards have different requirements in different times and should not be static. The report of the 16th CPC National Congress pointed out: “Keeping pace with the times means that all the party’s theories and work should embody the times and grasp the laws and be creative. Whether or not this can be done at all times determines the future and destiny of the party and the country.” “This is the general requirement for all the party’s work. There is no doubt that it should include the selection and appointment of cadres by Party committees at all levels. At present, the situation in our country and the world we face has undergone profound changes. The preparation of the system has undergone major adjustments. The task of modernization is arduous. We are faced with two historic issues: ”winning“ and ”not degenerating."
