由于特殊的政治经济氛围同地理位置,西部地区在法治治理时困难重重:社会治理方法模式传统单一、经济结构分化明显、民族及贫困问题突出、二元社会体制障碍严重等等,这些都为西部社会的管理带来严峻挑战。完善、改进当前西部社会的管理模式,亟需采取法治途径,不断创新西部地区的地方立法,实现依法行政,畅通诉求表达渠道,引导民众依法参及社会治理。
Due to the special political and economic atmosphere and geographic location, the western region has many difficulties in harnessing the rule of law: the traditional model of social governance, the obvious differentiation of economic structure, the prominent problems of ethnic groups and poverty, the serious obstacles in the dual social system and so on are all western Social management poses serious challenges.
