文章通过农村公共安全与社会和谐发展之间关系的探讨,阐明农村公共安全是实现农村社会和谐发展的客观要求和基本条件,论述了农村公共安全与社会和谐发展的内在联系,在此基础上对影响农村公共安全的因素进行了讨论。文章认为经济、制度、文化和自然因素是影响我国农村公共安全的主要因素,并且提出了应当发挥政府的主导作用,通过立法、体制创新和制度创新,建立完善的农村公共安全保障体系的设想。
Through the discussion of the relationship between public security in rural areas and the harmonious development of society, the article clarifies that public security in rural areas is an objective requirement and basic condition for the harmonious development of rural society. The article also discusses the inherent relationship between rural public security and social harmonious development. On the basis of this, The factors affecting rural public safety are discussed. The article holds that economic, institutional, cultural and natural factors are the main factors that affect the rural public security in our country and put forward the idea of establishing the perfect system of public security in rural areas through legislation, institutional innovation and system innovation.
