水污染治理需要稳定可靠充足的资金,但资金缺乏是我国水污染治理面临的重要问题,借鉴发达国家在此方面的成功融资经验成为必然。本文研究了美国水污染治理的融资渠道,逐一分析了政府财政预算、发行市政债券、排污许可证交易、企业自筹、公私合作等方式,并着重阐述了政府财政预算资金的运作机制,为我国建立健全水污染治理融资机制提供了成功经验借鉴。
Water pollution control needs stable and reliable enough funds, but the lack of funds is an important issue facing water pollution control in our country. Drawing lessons from the successful financing experience of developed countries in this aspect is inevitable. This paper studies the financing channels for water pollution control in the United States, examines the government budget, the issuance of municipal bonds, the trading of sewage permits, the self-financing of enterprises and public-private partnerships. It also elaborates on the operation mechanism of the government budgetary funds, Establish and improve financing mechanisms for water pollution control provides a successful experience.
