榆林市老促会成立几年来,围绕促进西部大开发这条主线,做了以下工作:一、深入调查研究,为登上西部大开发的舞台提建议。我们先后到榆林、神木、府谷、横山、靖边五个县(区)调查研究,撰写了《生态农业面临的新情况》、《毛乌素沙地农业综合开发》、《出口煤炭基地建设与引进外资》、《加强石油原油管理,防止土炼油死灰复燃》等调查报告,受到市委、市政府及省级有关部门的重视、肯定和支持。特别是通过省上有关方面,向中央写了《若干政策问题建议》,提出了我市在西部大开发中迫切需要解决的问题。会长、副会长专程去北京,请中国老促会领导出面协调。经过省、市各方面的努力,已解决了开发煤炭、石油、天然气的资源税税率问题;《窑灌农业》也被省上列入老区建设资金支持的重点,初步解决了干旱
