万里1916年12月生于山东省东平县,1936年5月加入中国共产党。1936年后,在东平县做地下工作,任东平县委书记,历任泰西地委宣传部部长、组织部部长,鲁西区党委宣传部副部长,冀鲁豫二、七、八地委副书记、地委书记。1947年后,历任冀鲁豫区党委委员、秘书长,南京市军管会财委副主任、经济部部长、建设局局长。1949年后,任西南军政委员会工业部部长,中共北京市委书记、副市长。第二、三、四、五、七届全国人大代表,第七届全国人大常委会委员长,中共第十一、十二、十三届中央委员,第十一届中央书记处书记,第十二届中央政治局委员、书记处书记,第十三届中央政治局委员。1958年8月,中共中央作出在北京兴建国庆工程——十大建筑的决定。这是一项异常艰巨的任务,中央有周恩来
