江西省宜春市袁州区财政局坚持输血与造血并重,从理顺体制机制入手,切实放权让利,让乡镇财政加快发展,轻装上阵。一是稳定乡镇财政体制。为了鼓励乡镇加快发展,在4年内区财政不减少对乡镇的补助,也不增加乡镇对区财政的上解。二是强化以奖代补机制。2007年区财政安排150万元,用于奖励经济发展快,财政增收多的乡镇、街道。
