随着网络的发展，网络的服务质量日益成为人们关注的热点问题。但迄今为止还没有一个有关策略控制的完善的体系结构。文章在前人研究的基础上，提出了一个基于策略服务的便于操作的逻辑结构。
With the development of the internet, the service quality of the network is becoming a hot issue that people pay more attention to. But so far there is no perfect architecture for tactical control. Based on the previous studies, the article proposes a logical structure that is easy to operate based on policy service.
