2010年,国家发改委发布了《关于利用价格杠杆鼓励和引导民间投资发展的实施意见》,进一步明确了促进民间投资发展的价格政策措施。刚刚召开的十八大强调“两个毫不动摇”——既要毫不动摇巩固和发展公有制经济,又要毫不动摇鼓励、支持、引导非公有制经济发展。一方面要深入推进国有经济战略性调整,健全国有资本有进有退、合理流动机制,优化国有资本战略布局;另一方面,要激发民间资本活力,切实落实好鼓励引导民间投资健康发展的相关措施。
