1930至1937年是韩复榘主政山东的时期,这八年山东社会治安明显好转,主要是因为韩复榘对警政的重视和南京国民政府推行的警政国家化。韩复榘时期的警政法治与人治并轨的态势明显;警察的社会服务功能突出;领先全国的省会警政系统与县警政系统等特点,引人注目。尽管有诸多不足,但山东警政建设成效明显,1930至1937年韩复榘的山东警政最能代表中华民国时期的山东警政的最高水准。
The period from 1930 to 1937 was the period in which Han Fu-chang was in charge of Shandong. The public order in Shandong was obviously improved over the past eight years, mainly because of Han Fan-fu’s emphasis on police administration and the nationalization of police and government promoted by the Nanjing National Government. The situation of combining the police, the government, the rule of law and the rule of man with the rule of law during Han Fukuo’s period was obvious. The police’s social service function was prominent. It attracted the attention of the country’s leading provincial police and political system and the county police and political system. Despite its many deficiencies, Shandong has made remarkable achievements in its policing work. From 1930 to 1937, Han Yu-hwan’s Shandong policing was the best representative of the highest standards of Shandong policing in the Republic of China.
