目前我国绝大多数农村人口都是在本地接受教育,又返回到本乡本土参加社会建设的劳动者,从学校教育抓起,利用图书室扎实做好中小学生的素质教育,转变观念,不断深化完善基础教育教学改革,提高学生自主学习能力,是提升县域农民素质的有效策略。
