2012年1月30日,水利部部长陈雷在全国水利厅局长会议上表示,2011年,中央1号文件和中央水利工作会议指明了水利改革发展的前进方向,全国水利建设投资再创新高,共落实资金3452亿元。2011年,中央水利投资1141亿元,首次突破千亿元大关;中央财政水利专项资金大幅度增加,落实资金459亿元,较上年增长71.2%;地方水利投资规模达到2311亿元,为历史最高水平。
