作为行政执法队伍,打铁首先要本身硬。为建立一支廉洁、勤政、务实、高效的执法队伍,临汾市工商局始终坚持队伍建设常抓不懈。1998年,新上任的局长兼党委书记王金贵,推行以“强化队伍建设,提高工作时效”为主要内容的六大改革,建立和完善了26项工作制度,深入扎实地开展了工商形象建设年活动。1999年,该局又推行了一整套的行政执法责任制,在各工商所推行了市场监管的“五统一,六公开”,实行了收费、罚没管理的“三分离”、证照办理的“三段式”,分期分批地对全局执法人员进行了法律、法规培训。一系列整改措施的出台,有效地提高了工商管理队伍的政治素质、业务素质和执法水平,改善了执法形象。
As an administrative law enforcement team, blacksmith must first be hard on its own. In order to establish a clean, diligent, pragmatic and efficient law enforcement team, Linfen City Administration of Industry always adhere to the contingent of team building. In 1998, Wang Jingui, the new Secretary-General and Secretary of the Party Committee, implemented the six major reforms with the main content of “strengthening team building and improving working timeliness”, established and perfected 26 work systems, and carried out the year of industrial and commercial image construction in a down-to-earth manner activity. In 1999, the council also introduced a set of responsibility system for administrative enforcement of law, promoted “five unities and six public markets” in various industrial and commercial administrations, implemented the “three separation” of fees and fines management and the “three Paragraph ”, the phased approach to law enforcement officers of the global law and regulation training. The introduction of a series of rectification measures effectively raised the political, operational and law enforcement levels of the business administration team and improved the image of law enforcement.
