50年代初期,因淮河流域大规模治理的需要,原淮委测量队在流域内布设了19条水准干线和8条水准支线,并联测了各水文站水准基点,累计长约7000多公里。初算成果是以解放前导淮委员会设在江苏淮阴马头镇的BM11(高程为16.967米)为原点,将全流域的高程均纳入这一系统,称为废黄河零点高程系。由于当时治淮工程急需测绘资料,全部成果未经整体平差即作为资用高程提供使用。 In the early 1950s, due to the need of large-scale harnessing of the Huaihe River Basin, the original Huaiwei Surveying Team laid out 19 standard mains and 8 standard spur lines within the catchment and measured the level of each hydrometric station in parallel with a total length of more than 7,000 km. The preliminary results are based on the BM11 (16.967 meters above sea level) located at Maotou Town, Huaiyin, Jiangsu Province before the Liberation of Huaiyin Committee. The elevation of the entire basin was included in this system and was called the Zero Elevation System of Waste Yellow River. As the Huaihe River project was in urgent need of surveying and mapping data at the time, all the results were used as the asset elevation without overall adjustment.
