蒙古斡耳朵制度肇始于太祖时期。经考证,太祖建有四个斡耳朵,其三个斡耳朵分别位于怯绿连河、和林、萨里川哈老徒,至于第四个斡耳朵还不能明确其位置。太宗的斡耳朵在揭揭察哈、月儿灭怯土、古薛纳兀儿、汪吉。定宗的斡耳朵在月儿灭怯土、叶密里。宪宗的斡耳朵在揭揭察哈、月儿灭怯土、军脑儿、汪吉。从诸汗斡耳朵设置的关系看,它们之间还存在明显的继承关系。
