李鹏总理在八届全国人大三次会议上的《政府工作报告》中指出:“一段时间以来,一些地方和单位弄虚作假和浮夸作风严重,危害甚大,必须坚决制止……要加强统计工作,维护统计数据的真实性和严肃性。”据笔者了解,基层单位在统计数字上弄虚作假,或多或少与本单位的秘书人员有关。因为,在基层单位,统计工作大多由办公室兼管,即使有专门统计人员,各种统计数字也需报到办公室,由秘书整理或汇总后形成报表或文件材料,再上报有关领导或上级机关。秘书部门处于统计数字汇总上报的“枢纽站“,倘若每个单位的秘书都能切实做好统计数字的把关工作,统计数字上的浮夸造假就会大大减少。
