习近平主席多次强调:“要始终坚持用打得赢的标准搞建设,坚持把提高战斗力作为全军各项建设的出发点和落脚点,坚持用是否有利于提高战斗力来衡量和检验各项工作。”按打仗要求推进军队保密建设,必须把战斗力标准贯彻全过程,从思想观念、工作重点、管理模式等各个方面全方位实施转型,为能打仗、打胜仗提供坚强有力的保密保证。
