志书卷首设置概述(总述)是本届修志的创新之体,然而,对于概述功能、作用的认识各家各异。有的认为:概述“是综论全志,网络各编所构成的大势大略,纵横贯通,综合利弊,勾勒特点,概其盛衰荣枯之因,述其优劣长短之势,以多维关系立体鸟瞰全貌”。(《董一博方志论文集》第263页)有的认为:“概述非概论,更非概说,而是全书精华的提炼。概
