上海合作组织作为亚欧地区极为重要的多边安全组织之一,面临着传统和非传统两方面的发展挑战。科研项目合作是该组织经济合作的主要形式,承担着组织应对全球化发展的重任。上合组织框架下的项目经济合作正迅速增长,并保持着持续的增长形式。基于科研项目协同研发机制,构建了项目有效性的综合测评规则,对上合组织成员国的协同合作效率进行了测评,最终运用到提升项目合作的有效性模型分析上,不断提升项目协作能力,提高有效性。
As one of the most important multilateral security organizations in Asia and Europe, the SCO faces the challenges of development in both traditional and non-traditional terms. Cooperation in scientific research projects is the main form of economic cooperation in this organization and assumes the important task of the organization to cope with the development of globalization. Project economic cooperation under the framework of the SCO is rapidly growing and has maintained a sustained pattern of growth. Based on the collaborative research and development mechanism of scientific research projects, the comprehensive evaluation rules of project effectiveness are constructed, and the efficiency of collaborative cooperation among member states of SCO is evaluated.
