One of the shortcomings in developing value-added telecommunications services in the past 10 years in our country lies in the high and overly stringent market access threshold. China will relax access to value-added telecommunications markets and encourage SMEs to show their talents in this area. As China is about to join the World Trade Organization, value-added telecommunications will be open to the public as the first open telecommunications field. The value-added telecommunications services are full of business opportunities and are an important part of SMEs. The basic telecom field has obvious economies of scale.
