在当前农村改革、农业现代化和新型城镇化加快推进,农村金融改革不断深化的背景下,土地信托对于促进农村土地流转、农业集约化生产、深化农村改革具有积极意义。本文首先提出了新形势下开展土地信托的背景和意义,介绍了土地信托的运作机制,然后在总结国内外和浙江省土地信托实践模式和经验的基础上,分析目前制约土地信托业务开展的问题障碍,研究提出下阶段进一步开展和推广土地信托业务的思路和政策建议。
Under the background of the current rural reform, agricultural modernization and new urbanization accelerating and the rural financial reform deepening constantly, the land trust has positive significance for promoting rural land transfer, intensive agricultural production and deepening rural reform. This paper firstly put forward the background and significance of carrying out the land trust under the new situation, introduced the operating mechanism of the land trust, and then analyzed the current problems restricting the development of the land trust business on the basis of summarizing the practice mode and experience of the land trust at home and abroad and Zhejiang Province Obstacles, the study proposed the next stage to further develop and promote the land trust business ideas and policy recommendations.
