军事需求是军民融合式发展的牵引和动力。军事需求作为一种特殊的国防与军队建设需要,往往表现出前瞻性、牵引性、动态性、系统性特征。适应军民融合式发展的军事需求提报与论证,应遵循效能型、整体性、可行性的基本原则,立足现有体制机制,形成“自下而上汇总需求,军地对接论证需求,自上而下分解需求”的运行机制。
Military demand is the traction and driving force for the integration of civilians and civilians.
