以创业带动就业,是落实积极就业政策的重要手段。党的十八大将“鼓励创业”纳入促进就业的方针,强调要促进创业带动就业,加大创新创业人才培养支持力度,支持青年创业。党的十八届三中全会提出,要完善扶持创业的优惠政策,形成政府激励创业、社会支持创业、劳动者勇于创业新机制。我们应该抓住全面深化改革的有利时机,提升以创业带动就业的战略目标,出台更有针对性的政策措施,为促进首都经济在更高水平上转型发展提供有力支撑。
Driving employment through entrepreneurship is an important means of implementing an active employment policy. The 18th CPC National Congress will encourage entrepreneurship to be included in the policy of promoting employment. Emphasis should be laid on promoting entrepreneurship and promoting employment, increasing support for innovation and entrepreneurship development, and supporting youth entrepreneurship. The Third Plenary Session of the 18th CPC Central Committee proposed that the preferential policies for supporting entrepreneurship should be perfected, forming a new mechanism for the government to encourage entrepreneurship, social support and entrepreneurship, and employers to bravely start their own businesses. We should seize the favorable opportunity of deepening the reform in an all-round way, enhance our strategic goal of starting up employment through entrepreneurship, introduce more targeted policies and measures, and provide strong support to promote the transformation and development of the capital at a higher level.
