On December 17, 2014, Feng Zhiming, Task Force Leader of the high-profile “Huugjilt Case”and Deputy Director of Hohhot Municipal Public Security Bureau was taken by procuratorial officers for suspected duty crime, said Xinhua News Agency on December 18.
Huugjilt, who was 18 at the time, was arrested in 1996 for raping and murdering a woman in a public toilet in Hohhot, capital of north China’s Inner Mongolia Autonomous Region. An impeccance verdict was given at the retrial 18 years after Huugjilt was found guilty and sentenced to death. After Huugjilt was executed in June 1996, another alleged serial rapist and killer, Zhao Zhihong, con- fessed to the murder after he was arrested in 2005.
After the impeccance verdict given to Huugjilt, public security and procuratorial organs of Inner Mongolia Autonomous Region have successively initiated internal investigations against responsible people for possible malpractice during the handling process of the case. Feng Zhiming is the first official that was taken by procuratorial organ.
Feng Zhiming was one of the charge persons that handled Huugjilt’s case in 1996. He, along with several other police officers, was rewarded with a second-class prize for “solving the case”and promoted for multiple times afterwards.
