从知识的社会属性出发,讨论公用知识与私用知识的来源以及它们在工业进步中的不同角色。通过揭示公用知识在创新发展中的重要性,探讨了公共研发部门作为最主要的直接生产者在国家创新体系中应当扮演的角色,指出我国在工业全面追赶时期所建立起来的创新体系应顺应新时期需要做出相应调整。
Starting with the social properties of knowledge, we discuss the sources of public and private knowledge and their different roles in industrial progress. By revealing the importance of public knowledge in innovation and development, the author discusses the role that public R & D should play as the most important direct producer in the national innovation system. It points out that the innovation system established by our country during the period of full industrial catch-up should conform to the new The period needs to be adjusted accordingly.
