一项政策正在催生新一波中国知识分子下乡热潮。2006年7月,乡镇一级将迎来2万名应届大学毕业生,这项由中组部、人事部、教育部、财政部等八部委联手出台的“三支一扶”计划(支教、支农、支医、扶贫),预计在今后5年时间为中国乡村输送10万知识分子。这一次政策之手的挥动,使得上世纪90年代以来零星的知识分子下乡热骤然升温,新一轮“知青下乡”终于从胎动状态走向有声有形。当“三支一扶”队伍还处于预备状态之时,北京的“大学生村官计划”与湖北“资教计划”已经先行将平静的大学校园搅动起来,“上山下乡”无疑让2006年成为一个“大热”年份。
