王仲甲,字鼎武,甘肃省临洮县人,生于1907年。王仲甲毕业于洛阳军校,曾在冯玉祥领导的国民军中参加过北伐革命。1938年,在八路军驻兰州办事处和中共甘肃省工作委员会的帮助下,他参与发起组织了“甘肃在乡军人抗日联络委员会”。1941年“皖南事变”发生后,其友人史鼎新与中共地下党员王新潮等人筹组西北民主政团(甘肃省民盟组织的前身),王仲甲便参加了西北民主政团在这一时期的活动,主要是以临洮为基地,联络各方力量,发动群众,准备实行反蒋武装暴动。
