对一些犯罪活动猖獗、严重影响社会秩序的社会治安“重灾区”进行重点治理,是搞好社会治安综合治理的“突破口”,也是“试验区”。从1990年起,中央会同地方政府重点“出击”社会治安混乱的地区,严厉打击严重刑事犯罪分子的嚣张气焰,深得一方百姓的称赞。据统计,1992年1至10月,全国共立报警案件364万多起,比去年同期下降了4.6%,重大刑事案件连续几年增长的势头也得到一定遏制,治安好转的地区和单位不断增加。
