人力资源的组织与调控水平随着实践过程的延续逐步趋向成熟和提高。鉴于我国专业人士大多把人力资源组织体系与人力资源调控机制混为一谈,本文依托文史资料分析和专业人士采访,并经过实践、探讨之后得知人力资源调控方法及运作机制不仅是现实中实际具备的,而且尚有十五类该系统的组织调控方式及八项关键因素可供选用。对于所从事的人力资源组织调控、运作方式的探讨过程,不能做得古板、僵化,主要是降低在实践中可能发生的盲目及重复过程发生率,实现优化部门运行效果的目标。

In view of the fact that most professionals in our country confuse human resources management system with human resources regulation and control mechanism, this paper relies on the analysis of literary and historical materials and interviews with professionals, and through practice, after the discussion, we know that human resources regulation and control mechanism and operation mechanism are not only practical in reality, And there are still fifteen kinds of organization and control methods of the system and eight key factors to choose from. The discussion process of the regulation and mode of operation of human resources organizations engaged in, can not be stereotyped, rigid, mainly to reduce the incidence of blind and repetitive processes that may occur in practice, to achieve the goal of optimizing the operation of the department.
