教育大计,教师为本。建设一支具有良好政治业务素质、结构合理、充满活力的中小学教师队伍,是全面推进素质教育的基本保证,是教育工作的永恒主题。但是目前兵团教师队伍的现状不能令人满意,教师队伍整体素质不高已成为制约兵团基础教育发展的瓶颈,也因此成为前不久召开的兵团教育工作会议的焦点。为此,记者就兵团中小学教师队伍建设这一话题访问了兵团教委主任阎龙喜。阎龙喜基于近几年广泛深入地调查研究,对兵团中小学教师的整体状况作了一个基本的估价:“贡献很大,数量足够,素质有待提高。”具体地说,改革开放以来,各级党政、教育行政部门和学校高度重视中小学教师队伍建设,大力倡导尊师重教的社会风尚。特别是《教育法》、《教师法》的颁布实施,使教师队伍建设走上了法制化轨道,教师队伍总体素质有较大提高,学历合格率逐年上升。截止到1999年,兵团中小学专任教师总数已达2.6万人,从数量上保证了中小学教育发展对教师的基本需求;小学、初中、高中教师
