浙江省新昌县针对有些村财务管理十分混乱的情况,结合今年下半年开展的村级班子换届工作,采取得力措施加强农村财务管理,以此为突破口抓好村级班子的廉政建设,他们的主要做法是: 一、调查分析村级财务管理存在的问题,做到对症下药。通过全面开展农村财务清理整顿工作,发现村级财务管理中存在的主要问题是:(1) 财会人员更换频繁且素质低。“一任书记,一任会计”的情况比较突出,会计往往以书记、村委主任意旨为是,各种条例、制度得不到贯彻落实,导致财务管理混乱。
