黑龙港地区位于黄淮海平原的北端,河北省东南部,是黄河、漳卫河、滹沱河等河流多次决口改道冲积而成,其范围包括50个县(市),总面积3.76万平方公里,耕地3623万亩,另有盐碱荒地和沙荒地600多万亩,该地区日照充足,雨热同期,年平均气温11—13℃,年日照时数2400—2900小时,年降雨量500—600毫米,无霜期190—200天,是发展农业生产的有利条件。但该地区自然灾害比较频繁,旱、涝、盐碱、交替发生相互为害。水资源不足,灌溉面积占耕地40%左
