针对金融系统经济犯罪手段,采取必要对策,对维护国家金融管理秩序,强化银行调节功能.使我国经济持续、稳定、协调发展,具有重要的现实意义.一、经济犯罪的手段近几年,金融系统经济案件时有发生,尤其是农业银行较为突出,由于犯罪分子作案隐蔽,作案时间长,手段也不同于其他系统和行业,因此,开展刑事侦查时,必须认真研究,以便采取相应的侦查方法,有效地侦破案件,将罪犯查获归案,从查处情况看,犯罪分子主要采取如下手段:①收储、收款不入帐.②冒名贷款.③违章贷款.④偷支储户存款,⑤涂改单据.⑥伪造存单.⑦自制假报表,⑧互批互贷.⑨帐上作乱⑩重复记帐.⑾盗窃库款.⑿索贿受贿,⒀涂改帐册.易地支取⒁擅自动用库金,放债牟利.⒂盗窃凭证,偷盖印章.⒃还有自批自贷、冒名支款.多报现金支出、要挟他人贷款和与他人串通贷款等犯罪手段.二、对策为有力打击金融系统经济犯罪行为,挽回经济损失,使银行更好地发挥调节经济的杠杆作用,应采取以下对策:(一)开创政治工作新局面,强化法制观念加强政治思想教育,提高广大干部职工的思想觉悟和政治素质,开创政治工作新局面,教育职工树立正确的人生观和价值观,过好“权力关”和“金钱关”.教育职工爱行
