2014年10月20日—23日,举世瞩目的党的十八届四中全会在北京胜利召开,本次会议首次专题讨论依法治国问题,会议通过了《中共中央关于全面推进依法治国若干重大问题的决定》,在依法治国基本方略提出18个年头之后,法治中国的建设将书写新的篇章、走向更高的境界。本文结合党的十八届四中全会精神,详细解读贯彻依法治国、建设法治政府的精神实质,对构建法治政府提出了建议。
From October 20 to 23, 2014, the Fourth Plenary Session of the 18th CPC Central Committee, which attracted worldwide attention, was held in Beijing for the first time. The meeting discussed the issue of governing the country according to law for the first time. The meeting passed the "Resolutions of the Central Committee of the Communist Party of China on Several Major Issues in Ruling the Country by Law 18 years after the basic strategy of governing the country according to law, the construction of the rule of law in China will write a new chapter and move toward a higher realm. Combined with the spirit of the Fourth Plenary Session of the 18th Central Committee of the Party, this essay gives a detailed explanation of the essence of implementing the principle of governing the country according to law and building a government ruled by law, and puts forward suggestions on how to build a government ruled by law.
