党的十六届五中全会明确提出“要把增强自主创新能力作为科学技术发展的战略基点和调整产业结构、转变增长方式的中心环节”。增强自主创新能力,建设创新型国家成为未来我国科技工作的重要历史使命。即便是作为全球创新引领者的美国,也在思考着同样的问题。 2004年12月,美国竞争力委员会发表了题为《创新美国 (Innovate America)》的报告,报告指出:“创新是美国的灵魂, 是确保其在21世纪领导地位的非常重要的手段”。该报告发表后引起各国广泛关注。为此,上海科技发展研究中心专门对报告进行了解读,此为解读报告第一篇,重点解读美国创新面临的机遇与挑战。
The Fifth Plenary Session of the 16th CPC Central Committee clearly put forward the principle of “enhancing the capacity of independent innovation as the strategic starting point for the development of science and technology and the central aspect of adjusting the industrial structure and changing the mode of growth.” Enhancing the capability of independent innovation and building an innovation-oriented country have become the important historic missions for China’s science and technology work in the future. Even the United States, a leader in global innovation, is thinking about the same issue. In December 2004, the Committee on Competitiveness issued a report entitled “Innovate America,” which states: “Innovation is the soul of the United States and a very important means of ensuring its leadership in the 21st century.” After the publication of the report, it attracted wide attention from all countries. To this end, the Shanghai Science and Technology Development Research Center specifically read the report, which is the first reading of the report, with a focus on the opportunities and challenges that American innovation faces.
