各市、州、县人民政府,省政府各厅委、各直属机构:近一段时间以来,我省按照党中央、国务院的部署,对防治非典型肺炎采取了一系列措施,取得了一定成效。但是,形势依然严峻,还存在一些薄弱环节。从前段情况来看,我省非典型肺炎病人主要来自流动人口,来自外省疫区。我省人口多,流动性强,特别是正值春耕农忙季节,在外省打工返湘的人员增多,这给我们的防治工作增加了新的隐患和困难。目前,阻断我省非典型肺炎传播途径和渠道最关键的措施是加强对外来人员的检疫和跟踪管理。根据省委、省政府领导的指示,特作如下通知:一、凡乘坐交通工具(火车、汽车、飞机、船舶等)从省外进入我省的所有人员都要进行健康登
