建立现代企业制度的关键,是解决国有资产的管理问题,即在保证公有制的前提下,促进国有资产的高效率运用。要解决国有资产管理问题,就必须首先摸清国有资产的“家底”,弄清企业资产经营的真实状况。为此,上海市在中央统一领导下,于1994年在国有企业中展开全面的清产核资工作。为了配合这一工作的进行,在市“清产核资办公室”的协助下,我们选取了两家国有企业作典型,对国有企业对外投资进行调查。
The key to establishing a modern enterprise system is to solve the problem of managing state-owned assets, that is, to promote the efficient use of state-owned assets on the premise of guaranteeing public ownership. To solve the problem of state-owned asset management, we must first understand the “home” of state-owned assets, and clarify the true state of asset management. To this end, Shanghai, under the unified leadership of the Central Government, launched a full-scale verification of nuclear assets in state-owned enterprises in 1994. In order to cooperate with this work, with the assistance of the Municipal “Raw Production and Capital Verification Office”, we selected two state-owned enterprises as typical examples to investigate the state-owned enterprises’ outward investment.
