Fourth, Japan is pressing for peace. The Soviet Union refuses to sign a new treaty and the United States does not give any hope to Japan. As the Potsdam Proclamation came to the fore, the militarists vainly tried to make a crazy and dying struggle and urgently implemented the “decisive action” to defend Japan’s homeland.
