History opened the door to the new millennium and the earth ushered in another century. It is an important issue before the NPC and its standing committees at all levels in Xinjiang that this new milestone in the renewal of the image be achieved, how to make good use of it in pioneering and innovating, and composing a new chapter in accordance with the law. This year marks the first year of entering into the new century and the implementation of the 10th Five-Year Plan and also the starting year after the initial establishment of the socialist market economic system, or the first year when the large-scale development of the western region has entered a substantive stage.
