我国有着漫长的海岸线,海洋面积有472万平方公里,海洋资源丰富,但是,在不合理开发等因素的影响下,我国的海洋资源环境也出现了各种各样的问题,这不仅会影响海洋资源的可持续发展,也会对国民经济的发展造成阻滞。虽然我国制定了一系列的法律法规来保护生态资源,但是成效并不理想,海洋生态补偿机制提倡对不利于海洋生态的行为进行索赔,对益于海洋生态的行为进行补偿,能够达到保护海洋生态资源的目的。本文主要分析环境变迁下的海洋生态补偿机制的实现途径。
