综合实力居全国工业企业“五百强”前200名、经济效益列同行业第七名的国有大型企业江苏油田,突然提出“老大”学“老乡”的问题,一时引人注目。 “老大”系指国有大型企业,“老乡”系指乡镇企业。石油部门一向是国家计划最周密、最严格的一个部门,并且几乎是独此一家,别无分店,具有浓厚的垄断色彩。乡镇企业则以市场为其托根土壤、为其生存空间,最少计划经济的色彩,是中国市场经济中最活跃的因子。“老大”学“老乡”,两种不同性格的经济走到了一起。 这一看来并非什么伟大创举的事件包含日后中国经济生活新的品质、新的方式和新的需求的萌芽,标志着国有企业和乡镇企业两大经济板块,在这世纪末融合、互补的际遇。
The Jiangsu Oilfield, a state-owned large-scale enterprise that ranks among the top 200 in the “500 strong” industrial enterprises and the 7th in the economic performance in the industry, has suddenly raised the issue of “league boss” learning “hometown”, and it is attracting attention. The “boss” refers to large state-owned enterprises, and “township” refers to township enterprises. The oil sector has always been one of the most carefully planned and strictest of the country’s plans, and it is almost alone. It has no branches and has a strong monopoly. Township and village enterprises use the market as their roots and their living space, and at least the color of planned economy.
