近年来,由于印度洋大海啸、美国南部的“卡特里娜”飓风、缅甸的强热带风暴,尤其是中国汶川大地震的发生,使自然灾害继“非典”、“禽流感”等传染性疾病之后,被纳入到非传统安全研究领域,成为国际社会关注的重大问题。然而,有关自然灾害的大量研究成果,鲜有国际政治学科所据有。鉴于这一现实,笔者特作此文进行初步探讨。
