三峡工程的首要任务是防洪。由于1996年汛期长江上游来水量不大,有人认为三峡工程不能发挥防洪作用,实际上,三峡工程采用对城陵矶地区补偿调度原则进行调度,防洪效果仍然是显著的。分析计算表明,3天预见期通过三峡水库的补偿调节,可使城陵机水位控制在34.40m以内,汉口最高水位可由28.66m降到28.13m;两天预见期可使城陵矶最高水位降低到34.52m,汉口最高水位降到28.24m。
