战后,发达国家顺利地渡过了贸易自由化的25年。在此期间,在关贸总协定的主持下通过一轮又一轮的谈判,把关税税率大幅度地降到了空前未有的低水平。可是现在,又重新面临保护主义的威胁。关贸总协定对一系列削减关税的做法,起到了保护伞的作用。削减税率的过程涉及到7个回合的谈判(从1986年开始进行的乌拉圭回合没有计算在内)。在从1947年召开的日内瓦回合到东京回合(于1979年结束)的33年间,美国的关税税率平均下降了大约92%。到80年代初,美国的关税税率已下降到4.9%;欧洲经济共同体为6%;日本是5.4%。
After the war, the developed countries successfully passed the 25 years of trade liberalization. During this period, after rounds of negotiations under the auspices of the General Agreement on Tariffs and Trade, the tariff rate dropped drastically to an unprecedented low level. But now, again, facing the threat of protectionism. GATT has played an umbrella role in a series of tariff cuts. The process of cutting the tax rate involves seven rounds of negotiations (the Uruguay Round, which has not been counted since 1986). In the 33 years from the Geneva round of 1947 to the Tokyo round of concluding in 1979, the U.S. tariff rate dropped by an average of about 92%. By the early 1980s, the tariff rate in the United States had dropped to 4.9%; the European Economic Community was 6%; Japan was 5.4%.
