改革开放为内河运输船舶创造了良好的发育环境,市场经济为这支异军突起的队伍提供了广阔的市场,使一大批经营者走上了小康之路。然而,由于种种原因,在持证经营占绝对优势的前提下,各地“三无”船舶屡禁不绝,江河湖海无处不及。报载每天进出上海港的“三无”船达500艘次,吨位从十来吨到上千吨不等。据调查“三无”船每县(市)都有三、五百艘,多则上千艘,虽多年整治,取缔了一批又冒出了一批,前整后起,且有蔓延之势,严重扰乱了市场秩序,危及交通安全,增加了管理难度。本文试说“三无”船舶的成因及管理办法,供领导机关和同行们参考,以求加大整治力度,根治“固疾”。
