跨省河流流经省市较多,洪水危害性相对较大,认真做好其防汛调度工作,对于减少整个灾害损失,确保人民生命财产安全都具有十分重要的意义和作用。但目前,我国除长江、黄河等少数几条重要河流调度由国家统一实施外,其他绝大部分跨省河流都是由各地自主进行,没有专门机构统一管理,以致经常引起整个流域洪水调度失调,泛滥成灾,造成了大量的不必要损失。最近,我们以湖南怀化市为基点,对湘黔边界四大跨省河流——锦江、舞水、清水江、渠江防汛调度情况进行了调查。

Recently, we took Huaihua City in Hunan as a starting point to investigate the flood control dispatches of the four major inter-provincial rivers in the border areas of Hunan and Guizhou - the Jinjiang River, the Wujiang River, the Wujiang River, the Qingshui River and the Qujiang River.
