为促进企事业单位真正成为自主经营、自我发展的独立市场主体,当前江苏省宿迁市正在对现有的产权制度进行一次大力度的改革,力争在四个方面取得突破。1.推进工业企业产权制度改革,着力在制度创新上求突破。对国有大型企业改变单一的投资结构,鼓励非国有企业、个人和境外投资者参与国有企业股份制改造。对中小型企业全面建立民营化运营机制,确保国有集体资本全部退出。对股份制、股份合作制企业加快股权流转和优化,力争形成“两个50％以上”的股权结构。
