湖北省宜城市从1996年开始实施会计委派制。1997年9月,该市被省纪委、财政厅、监察厅列为全省会计委派工作试点县市。一年来,已有两批39名委派会计进驻32个单位履行职责,对加强受派单位的财务监督和管理,促进党风廉政建设发挥了积极作用,并取得了初步成效:一是财务管理逐步走上规范化、制度化;二是会计人员依法履行职责的自觉性和受派单位领导遵守财经纪律的意识明显增强;三是向企业乱摊派、乱收费、乱罚款行为得到了有效抵制;四是制止奢侈浪费工作取得明显成效;五是预算外资金管理得到全面加强。目前,宜城市会计委派工作仍处于探索阶段。为了保证
