8月1日,一场对全国政府性债务进行摸底的“审计风暴”已展开,此次审计将对中央、省、市、县、乡五级政府性债务进行彻底摸底和测评。这也是审计署对地方债务的第二次全面摸底。审计署突然行动的背后,是部分地方政府盲目举债的隐忧以及一些地方政府无力还债的现实。中国迅速攀升的地方政府债务一直以来都是各界关注的焦点。很大程度上是担心地方债一旦失控,可能会影响到经济增长,甚至造成金融动荡。
On August 1, a “storm of audit” on the national government debt has been launched. This audit thoroughly examines and evaluates the five government-level debt at the central, provincial, municipal, county and township levels. This is also the second comprehensive audit by Audit Department on local debts. Behind the sudden operation of the Audit Commission is the reality of the blind debt borrowing by some local governments and the inability of some local governments to pay their debts. The rapidly rising local government debt in China has always been the focus of attention from all walks of life. To a large extent, it is feared that once local debt is out of control, it may affect economic growth and even cause financial turmoil.
