开国大将罗瑞卿曾任中国人民公安部队、中国人民解放军公安军司令员兼政治委员、中华人民共和国公安部长等职。他在领导公安部队巩固新生人民政权、维护社会稳定的过程中,提出了许多富有创造性的公安部队建设思想,主要有:规定公安部队的指挥关系和工作关系;要求公安部队要受过特殊训练;重视公安部队的政治建设,强调“公安部队要成为最有纪律的部队”;主张科学统筹公安部队的体制编制、战术训练、装备建设及兵力使用等。
